I have a new Windows 10 desktop and it didn't come with Windows Live Mail. Is there a potential problem installing the applicaiton?

There used to be problem caused by the fact that Windows Live Mail requires .Net Framework 3.0, which proved to be difficult to install on Windows 10, but I think Microsoft has fixed it in the meantime.
However, in case you run into this issue, open the Start Menu and start typing "Turn Windows features on or off" (without quotes) until an option with this name appears in the upper sides of the menu, then click on it. Now, check the box marked .NET Framework 3.5 (includes .Net 2.0 and 3.0), then click OK. Lastly, follow the instructions to install the desired version of .Net Framework 3.0 and reboot your system.
I want to leave the email on the server while I am away but be able to download it to my laptop. Where do I tell WLM to keep the email on the server?

This option needs to be configured in the settings menu of your email service. Almost every email service offers this feature if they do support POP3 or IMAP.
For example, this is how it looks in Gmail service:

My WLM is downloading previously deleted emails at the time the new ones are loading every time I open it up. what is the problem?. Am I going to be able to get an answer? If not can you tell me who to ask?

You have to configure your Windows Live Mail to reject the old messages when new ones are delivered to your inbox. Usually, if you use a POP3/IMAP account, this needs to be set up in the web interface in the POP3/IMAP settings. You need to log-in to the email service and configure the IMAP options to delete the emails once you received them in the client, or at least archive them.
I know this works for Gmail since I somehow encountered the same issue as well.
Since Microsoft basically announced the end of Windows Live Mail for Windows 10, it has been acting "funny" on my Windows 7 machine. I updated it with the latest fix, but now the "To" column in the Sent Folder lists me instead of the receiver. Is there a difference between Repairing the program with "Uninstall", or does it do a complete Uninstall and re-download the program from Windows Live Essentials? If I do a complete uninstall and re-install, will I lose all my past emails?

I put the "forward" rule for my outlook.com to forward emails to my gmail account, but I am getting everything in my outlook account and nothing at gmail. "Rule" definitely is not working.

You have probably done something wrong while creating the rule. Microsoft provides a support page where all the steps needed to forward or redirect an email to another account are explained. I recommend you access the page and repeat the process. Delete the rule you have created and use the steps from the website and it should work normally.
First, open Windows Live Mail and scroll down on the left to the Contacts section. Click it, and the contacts will be listed in the middle column. Select it and right-click the contact, then select Delete.
Depending on the way the contact is stored and maintained, you might see Windows Live Mail performing some online checks if the account is synchronized with the online service.
I've just updated my Windows Live Mail. Now, when I turn my computer on, at the start screen under my account it always says that I have emails. After deleting what was there in the Inbox, it still says that I have emails. I've restarted my computer and no change. Right now it says that I have 25 unread messages, but the folder is empty. What can I do?

In order to fix this bug, completely uninstall the program from your computer (Control Panel > Uninstall a program) and download and install the updated version using Windows Live Essentials. Just save the file to your computer, launch it, select Mail from the provided list, click Install and follow the on-screen instructions:

After that, configure your account and check if the error persists. If this doesn't solve the issue, I recommend you contact Microsoft Support team.
The best and simple way to print a list with contacts from Windows Live Mail is through Export. Firstly, go to Contacts and export them to CSV format and open the file in Excel, for example. In Excel go to File > Print and arrange what you need to be shown on the page.
As of about 2 months ago Windows Live Mail closes when I try to copy and paste from an opened email to an email I am writing.

The only thing you need to do is to re-install the application. Based on what you said, the software still works. Created a copy of the accounts and the database, then re-install the application. You could also try to repair it, but it's not guaranteed that it will work. Additionally, make sure the Windows Update is enabled and all the available updates are applied to the System.

Some of our contacts are disappearing - is there a maximum number that can be kept in All Contacts?
This is a problem with the application's files. It's known to delete the contacts without notification or alert.
Create a backup of the database with contacts using the following path:
Prior to Windows Live Mail 2011 > Windows C:\Users\\AppData\Local\Microsoft\Windows Live\Contacts\default\15.4\DBStore
After Windows Live Mail 2011 > C:\Users\\AppData\Local\Microsoft\Windows Live\Contacts\default\15.5\DBStore
